Who does EUDR apply to?

The EU Deforestation Regulation concerns listed products linked to cattle, cocoa, coffee, oil palm, rubber, soya and wood. Product coverage and your activity matter: importing, producing, processing, trading and exporting can lead to different responsibilities.

Check the actual product

Start with Annex I and the product’s code and description, including material qualifications and exclusions. A business is not automatically covered simply because it handles something associated with one of the seven commodities.

Identify your place in the supply chain

An upstream operator’s duties differ from those of a downstream operator or trader. Buying from an EU supplier does not automatically remove all responsibilities. Map the actual transaction and upstream history before deciding your role.

Separate scope from the start date

The general application date is 30 December 2026. Qualifying micro/small operators can have an extension to 30 June 2027, with exceptions. Newly added products under Regulation 2026/2102 have a separate 30 December 2027 date. Check your exact product and business circumstances.

Prepare the information you will need

Record your product codes, suppliers, customers and relevant transactions. For an operator assessment, establish what production-location, legality and deforestation evidence is needed. This page is an initial screening tool, not a due-diligence statement.

Is EUDR only about imports from outside the EU?

No. Listed products produced and supplied within the EU, and exports from the EU, can also be relevant. Your product and supply-chain activity determine the appropriate assessment.

No. Size can affect requirements or timing, but does not create a blanket exemption. A simplified route for qualifying micro/small primary operators has its own conditions.

No. Submission requirements depend on the role. The revised framework distinguishes upstream operators, qualifying primary operators and downstream businesses. Check the current Commission guidance for your position.
